With liability insurance only, I got into accident. The person is suing me after she said she wasn't hurt to the police officer at the scene. I broke my nose. Can I sue them for bodily damage from their insurance?

Sure you can sue her, because anyone can sue anyone.
But if she was not in any way to blame for your broken nose, and you sue, you may end up owing her costs of defense.
