Default licensed driver or not?

Hi people,
How insurance companies define a licensed driver? If someone has an expired license because they no longer drive and let it lapse without renewing it, would they have to be listed as a licensed driver in the household because they have the ability to get a license at any time? Any hint?

Someone with an expired license is not a licensed driver.
