i am the custodial parent and wana take my kids on vacation abroad. do i need a consent from their father? I cant locate him, he doesnt answer my messages, or pay child support.

In case your decree does not limit travel, or who has the right to apply for a passport, then you do not need permission. If your stay interferes with his times of possession, however, he will have a right to complain to the court.
