Default additional charges levied?

Hello everyone,
A landlord insists that he can charge a $15 fee/person/month to pay rent by check rather than auto-withdrawl. I want to know if it is legal to charge additional fees for something if a person pays on time and the form of payment is accepted? He also claims that he can charge 6% over stated rent if paying by a credit card. Any feedback out there?

Laws & Regulatiions prohibit a merchant from adding a surcharge as consequence of the use of the card. To challange it, get an itemized receipt showing the rent amount and 6% service fee. Then dispute it with your card issuer.
