I am here to get some suggestion. Actually,I sent a letter to the editor of a newspaper which was printed. Later on, the newspaper printed a rebuttal by someone who slandered me by calling me insane and inferring that I didn't care about the poor. But now, the newspaper will not print my rebuttal to this letter. Do I have a legal right to have my rebuttal letter printed?

No, you had no right to have your letter printed as it's totally up to the editor of the paper.
