Default affidavit needed with poa?

hello everyone,
my mother in law gave me general power of attorney to handle all her business and legal affairs. when i took the poa to her bank to withdraw funds to cover her bills. the bank told me that i needed physician's affidavits stating that she was incapacitated. plz advice why wasn't the general power of attorney acceptable? thankz!
