Default copy of medical records needed!

i wish to know whether an attorney is entitled to the patient's first free copy of medical records, even when the patient has not indicated this on their signed authorization form? any idea?

If the atty has a signed authorization from the client, then the atty is as entitled to the 1st free copy.
