Default change of status?

hello folks,
My friend's wife entered the US on a K3 visa. he has since received the bill to process the affidavit of support for her I-130 that he had paid. as he need to file an I-485 Change of Status to get her interview changed to the local office. Is it ok for him to file this in now or do he need to wait?

she is in her own category as the spouse of a US citizen. If he is paying DS-230 and I-864 bills to the NVC, it's because they are processing an Immigrant Visa package for her. She will have to return to her country to interview for that.
If he intended to file AOS (I-485), talk to the NVC and find out what to do.
