Default charge droping not allowed.

hello there,
My brother was going to be charged with harrassment but they were not going to charge him untill he turns 18, then they will reopen the case and press charges. His ex-girlfriend wants to drop the charges, but was told it wasn't up to her anymore? what options we have now?
plz help, thanx!

since the offense was committed while your son was a minor, the juvenile court has jurisdiction unless they specifically waive jurisdiction to a higher court. anyway, get him an attorney.
