Default compensation case!!!!

I have been fighting a Workers Compensation Case and lost, the insurance carrier has never honor the courts ruling. I had to forefit my case on appeal, as my attorney will not return my case file. I have also recieved my 100% disibility report. Can I still go back and put in for a change in condition?

if your lawyer failed to file a brief and wrongly withheld your file, you may well have a valid legal malpractice claim. though can't say whether you could re-open any aspect of your workers' compensation case.
